The building was originally designed as a high-pressure salt water pumping station and municipal boathouse for the City of Oakland. Over the next one hundred years it had a variety of uses including a restaurant and city offices. After falling into disrepair the Boathouse received Measure DD Bond funds for rehabilitation. As part of the Lake Merritt Master Plan, murakami/Nelson recommended renovating the building and reintroducing its historic activities. This program identified vulnerable school buildings among five school campuses and developed seismic upgrades to mitigate those deficiencies. To preserve the historic exterior at Beach Elementary School the seismic strengthening was performed from the interior. This approach provided the opportunity to design a completely new 21st century learning environment within the school. In addition to the new technology, ultra-high efficiency furnaces and new finishes the project added two new classrooms, a fully modernized theater and enhanced play yard with ecological, edible and rain themed gardens. The youth-focused facility is fully equipped with recreational, educational, health, and career services linked together by open and inviting community-center spaces. The programs offered include a public cafe, media production space, dance and fitness rooms, meeting/classrooms, a computer lab, game and visual arts rooms, a childcare center, a wellness center (health, dental and behavioral services), a career center, social gathering spaces and an activity courtyard. The design emphasizes transparency, openness and flexibility between the different functions. Spaces flow from interior to exterior from a public cafe to a stage/outdoor amphitheater - functions which take advantage of the adjacent park and allow the building to extend beyond its boundaries. This sustainable design follows the Alameda County Multifamily Green Building Guidelines as well as incorporating a retail component with accompanying outdoor seating terrace. The residential units and retail space are divided up into 4 separate buildings, each connected by bridges surrounding a central communal courtyard. The project was initiated by the California Department of Transportation and the National Park Service. The HAER document, which has been submitted to the Library of Congress, has three components: a narrative, photographs, and original 2D and 3D HAER drawings. The philosophy behind this documentation was to break up the depiction of the Bay Bridge into logical elements: the process by which it came to exist, the technical challenges that were overcome, and the impact it had on the Bay Area and Northern California transportation system. Completed in 1936, the Bay Bridge was the longest and most costly bridge in the world and still has the record for the deepest underwater foundations and largest diameter traffic tunnel. The HAER documentation was a team effort that captured the Bay Bridge at a moment in time and put its importance to the San Francisco Bay Area into focus. At the historically significant auditorium, improvements were made from the exterior of the building to preserve the interior finishes, extensive woodwork, and hand painted ceiling panels. Upgrades to the remainder of the campus were done from the interior, where finishes were removed and wall locations were reconfigured. Original woodwork was reinstalled and high efficiency fixtures, sustainable products, and indoor environmental quality issues were addressed. Restrooms were renovated with water efficient plumbing fixtures. High efficiency furnaces and light fixtures, rapidly renewable products, and low-emitting materials for indoor chemical and pollutant control were incorporated into the building improvements. The orientation and shape of the Showroom allows the focus to be on the vehicle itself, while the linear walls and roof levels create a dynamic transparency and openness. The road simulating formation of the Driving Gallery creates an association of driving adventure and the linear alignment is repeated in the layout of the open sales desks, service advisors, and private offices. At the core of the space is a customer hub which not only includes comfortable seating, but a large counter area that can be used by customers. Durable clinker tile was used in the enclosed service drive and in the shop area, which houses 23 productive workstalls and an alignment bay. College Track serves nine communities throughout the country. As the program works with students from underserved communities, helping to provide a pathway into college and giving them tools to succeed, the space needed to accommodate large meetings and visiting staff from other locations. The design maximized the visual impact of the high ceiling, existing brick walls and wood trusses (originally a warehouse/factory) creating an open, stimulating and exciting office environment. This effort expanded beyond Lake Merritt to include accessory buildings in other Oakland parks. Projects following these precepts include a Recycling Center on Lakeside Drive for the Lake Chalet restaurant, a restroom facility near the amphitheater on 12th Street, a restroom in Dimond Park and a restroom and fish cleaning station adjacent to Lake Merritt channel’s Embarcadero Bridge.
